I dunno. Major topic shift: Loot This has been addressed by a number of streamers, but basically the short version is that SSF have the most enjoyment from getting loot, and the reason Diablo 3 felt so bad is that you had to sell whatever you found and buy what you needed. This decouples the reward from the activity and makes the game feel bad. There's waaaayyy too much loot that drops and way too little of it is useful.
I can't even imagine playing without a loot filter these days. I miss being excited when a rare item dropped so I could ID it and see if it was good like I did those first few months of playinig before I knew about poe. Here's the thing though: you put them in your map device along with the map. They have a LESS multiplier on the quantity of items that drop, but they roll a mod onto every item that drops - essence style at least somewhat deterministicly.
Of course they would also do something to the map as well. If you use three then they could virtually guarantee that the items that drop would have mods you were looking for or were salable, but there would be far far fewer that dropped. You wouldn't have to stop and play loot management all day, but you could get that good feeling of farming your own stuff or finding decent rares instead of only stopping for 6 socket items and currency drops and then buying what you need. If this is too powerful, then perhaps you could have items that eliminated mods from the mod pool of items, rather than guaranteed a mod for items that dropped.
Account Options
You could use it to farm for things like spell damage daggers by elimintating the attack roll mods. Or just remove the trash mods like thorns and flat life regen or light radius. Lastly, as for the speed meta, you could introduce a mechanic that punishes high action speed, like damage reflection did way back in the day. It could be like the beyond league, but it would summon horrible monstrosities based on the number of things you did potion sips, attacks, spells, steps - everything rather than the number of monsters you kill in an area.
I dunno - this idea needs a lot of work if it were to be implemented, but I enjoy the playstyle where you actually have time to read a monsters name and have a meaningful engagement with it rather than just one-shotting whole packs from off screen while trying to keep perma run speed flasks up.

The fluff could be that we've become so powerful that our very movement warps the veil, and if we move too much we tear it. I mean, we're slaughtering gods by the dozen now aren't we? I remember fighting some rares with soul-eater and regen that got so beefy that I had to fight them for a really long time and strategize how I would take them down for like 20 minutes while levelling. When you finally defeat them, and a couple magic rotted shields and a scroll of wisdom drop and your XP bar doesn't noticebly move, you kind of feel cheated.
