Project Appraisal Document Report No.: This environmental impact assessment of Phase B of the Lesotho Highlands Water Project, a water transfer and hydropower generation scheme delivering water to the Vaal River System in South Africa, describes negative effects on the area's flora and fauna and people, and recommends these mitigations: Offer resettlement or compensation to the physically displaced; replace land; improve crop production; stockpile topsoil; replace trees and use paraffin stoves to offset biomas fuel loss; arrange compensation flows to offset the downstream flow impact affecting rivers; line tunnels where springs threaten drainage; provide alternative sources of domestic water; and use containment, storage, and disposal at construction sites to prevent contaminated runoff.
The malati minnow, a rare and threatened species, could lose some of its habitat locations; research, artificial breeding, and reintroduction, will help protect it, as will barriers erected to restrict upstream trout movement.

Range management will protect against overgrazing and wetlands loss, and livestock populations will be strictly controlled. Bird guards installed on transmission lines and public education will help conserve bird species. No mitigation counters the loss of the umbraculate frog, an important water quality indicator.
