It just seems they skipped the TBC stage cause apparently there is no valentine's day in outlands. This will count towards your achievement. It would appear that the old bosses no longer drop the Bouquet of Red Roses. The Bouquet of Ebon Roses also drops from other instances in Northrend, but as far as I know this is the easiest way to get the achievement.

It won't drop from Strat, Scholo etc. Same thing applies for so many other things too, for example the JC dailies: the quest items in wowhead lists have drop chances so close to zero when its rly easy to get them!
