All councillors are required by law to complete a declaration of interests form to register their financial and other interests that could potentially conflict with their role as local councillor. They are also required to declare any interests at the start of any council meeting where the interest conflicts with some or all the business to be discussed at that meeting. They may not take part in the discussion of or vote on those items in which they have a prejudicial interest.

In Burnley , 10 councillors have been issued with reminders over the past four years, while two, Cllrs Mohammed Ishtiaq and Antony Martin were summonsed. A liability order was issued in the case of Cllr Ishtiaq to enable the council to recoup the unpaid funds. Cllr Karl Kempson received a court summons after receiving two reminders and a final notice.

I will be speaking to them and the council to find out the full extent of this issue. Nationally, the figures show that from authorities, more than councillors were summonsed to court for non-payment of council tax, with several subsequently barred from voting on monetary matters.
