If you want to be the best practitioner, you need to have an idea of the ethics behind what you're doing. I've used this book in class a number of times. It sparks engaging discussions and provides conceptual tools to inform those discussions. Between the author's conspiracy theories and the idea that institutional racism is behind every tough decision or botched response by emergency managers, this book is of very limited value to professionals in the field of emergency management.

While having the time to ponder the plight of disadvantaged people in a disaster is admirable, the idea that public consensus be gained before emergency decisions are made during a crisis serves to demonstrate the true divide that exists between the author and the real world of emergency management professionals during actual emergencies.
