The recent murder in China has provoked a debate about whether exempting children from prosecution prevents justice from being done. One problem is that, in most legal systems, offenders are not criminally liable if they do not understand they have done something wrong. Determining when a child is capable of having criminal intent can be difficult.

Vision promises even greater changes on the economic side, though these will take longer and likely be far more challenging, or even impractical, to implement. The Saudi government is continuing the practice begun by the previous king, Abdullah, of supporting financially the undergraduate, graduate, and post-graduate educations of tens of thousands of Saudi citizens studying abroad each year, albeit in reduced numbers.
