Long ago, they were banished from Heaven as punishment but their repentance made their release possible. Due to their dubious origins, these heroes all met with unlucky fates on earth.
Some were framed by corrupt officials; others befriended unwholesome characters. Many became fugitives after killing scoundrels in righteous fury or while trying to protect innocent people.
The emperor, however, saw the outlaws as a threat and tried to overwhelm them with military force. On the way, they managed to quash the rebellion of Fang La, yet suffered many casualties. When the Mystic Queen of Ninth Heaven visits Song Jiang's dreams in Chapter 42, it is made clear that Song Jiang is playing out a role, which is a punishment for a crime committed in a previous incarnation. Furthermore, the queen herself predicts Song Jiang's future. With the past and future already painted in, there seems to be not much room for free will.

Even the banding together of the outlaws is due to some supernatural force. Yet Song Jiang immediately identifies him as a man of honor and a leader in the gallant fraternity. This recognition is due to the fact that both are reincarnated Stars of the 36 Heavenly Spirits, released by Marshal Hong many decades before, and predestined to come together to wreak havoc on the earth. On the other hand, when the outlaws act, they act as if they had some free will in determining their courses of action.

In the last half the leader of the band, Song Jiang struggle to fulfill his wish, for the emperor to grant amnesty to him and his brothers members of the band.
However, the emperor sees the outlaws as a threat and tried to overwhelm them with military force.
Eventually the emperor grant them pardon, and the order for their arrest were dropped. They abandon the Mount Liang and journeyed back to the capital where they were deployed in the Imperial Army.
