Barry changes time and things are mostly okay but bad in a couple of places, so he feels guilty and goes back in time again to let his mother die this time. It tries to explain why he would do this, but never really sells this big of a character change in such a short amount of screen time.

By providing a more interesting alternate timeline, the movie can make this journey clearer. This story should be more about how selfish he is for changing the world to meet his whims and exploring the potential horrible consequences of changing the timeline. Done well, this can make a compelling story about how Barry changes his mind and realizes how selfish he is to put his own wants above the rest of the world.

So it was recently restored and published as part of a Joker omnibus. So now we get to marvel at a bizarre story that involves the Joker selling his soul to Elton John! The book opens with the Joker telling a story to someone, so that's the first key that we shouldn't believe anything that we hear in this story, like the devil stuff, but in any event, the Joker tells about how he offers to sell his soul to defeat Batman and the devil shows up and the devil is Elton John!

As Matthew noted in his suggestion, this is likely a play on the whole "rock and roll is the devil's music! The issue ends on a cliffhanger, so we never really learn what the deal is with Lou Cipher as the book was canceled, of course Still, what a crazy comic book! Anyhow, I know no one bothered resolving the story since it didn't actually see print, but now that it is out there, we need a resolution, DC!
