After Talion kills Isildur and Cele has his fit like its the end of the world, they still had his ring. Give it to an Orc, if the Orc retaliates dominate him, it won't be any harder than dominating Isildur. Or even wear it for double the power. It couldn't be that hard to not be dominated by it with the other ring and Talion was able to hold it off alone for quite a while in Act 4.
