Its sad, but when the dog attacks a beachgoer, it will be the dog that pays the price and not the stupid dog owner.     When a texting ban was passed and signed into law in , few proponents and there were many expected the impact to be dramatic. The law was something that needed to be done. Smartphone use was taking off, especially among the younger demographic. And most other states already had responded with specific laws. Drivers can text while stopped at a red light. Another provision permits prosecutors to use cellphone records only in the event of a crash resulting in death or personal injury.
