Editor: Im glad people are waking up to the fact that dog feces on the beach is a direct cause of the Enterococci bacteria that forced the Venice beach closings recently. But dog feces is only one danger dogs running loose on the beach are a much more direct threat to beachgoers. I now have to carry a weapon when I walk on the beach, because of all the dog owners who let their dogs run loose there.

The owners and their dogs wander a mile or two both south and north of Brohard, and the owners let their dogs run free. Its sad, but when the dog attacks a beachgoer, it will be the dog that pays the price and not the stupid dog owner. Since dog owners refuse to obey the law, the only solution is to close Brohard Paw Park and ban dogs from the beaches completely. That will help keep our beaches clean and safe.

When a texting ban was passed and signed into law in , few proponents and there were many expected the impact to be dramatic. The law was something that needed to be done. More and more studies had highlighted the dangers of driving while texting. The comparison to drunken driving was becoming striking. Smartphone use was taking off, especially among the younger demographic. And most other states already had responded with specific laws. But the strange mix of corporate lobbying, libertarian philosophy and a concentration of power in party leadership had doomed previous initiatives in the state Legislature.
So when a bill finally passed after four years of failed attempts, there was reason for congratulations, tempered by the realization that the new law was relatively weak.

Proponents both inside and outside Tallahassee understood this was likely a first step in a graduated approach to cracking down on a dangerous behavior. Apparently, that is the case. Recently, a document review conducted by the Tampa Bay Times found law enforcement officers are not enforcing the law aggressively. The Times study found fewer than 1, texting citations were likely to be handed out in the first year of the laws implementation. As the Times also reported, a federal study recently noted it was likely some , drivers were using cellphones during any given daylight hour. By comparison, some 3, drivers were cited statewide last year for failure to dim vehicle lights.
We never thought this texting law was an end-all. No less than the bills major champion, state Sen. Nancy Detert, R-Venice, recognized that. But it was, indeed, a start. And it establishes a baseline. It underscores the reality that texting while driving is dangerous behavior. The threat of a ticket may well put more weight behind a parents warning to young drivers. The new law makes the act of typing a text message into a smartphone while driving a secondary offense, which means officers need another reason to pull someone over first.
The first offense is a nonmoving violation, so no points are added to the license. Then comes the dilution. The text-ban allows drivers to check maps or listen to music on a cellphone. Drivers can text while stopped at a red light. Another provision permits prosecutors to use cellphone records only in the event of a crash resulting in death or personal injury.
