This leaves me plenty of time to meet with a tutor and decide if any additional steps are necessary.

Set goals for shorter periods of time so you can experience winning sooner. If your goal is to become more productive in the morning set a goal of waking up early for one week. Then treat yourself to a sleepy Saturday.
